Following the ratification of the Paris Agreement, governments around the world have been focusing on how to turn their Nationally Determined Contributions (NDCs) into concrete actions. By their very nature, NDCs are tailored to individual country contexts and vary widely. In some cases, new work is needed to implement the NDCs. In other cases, structures and processes will be in place, and NDC implementation will build on this. Many of the next steps and actions that are needed are common across a number of countries, despite a diversity of starting points. Accordingly, this project aimed to provide a step-by-step, modular approach to NDC implementation that could be tailored to a range of different country circumstances.

The NDC Quick-Start Guide, produced by Ricardo-AEA with support from CDKN in 2016, was designed to support governments in developing their own NDC implementation plans, through five modules: mitigation, adaptation, finance, governance and monitoring, reporting and verification (MRV). Each module required a ‘gap analysis’ that would help stakeholders to: (a) develop a shared understanding of the country’s readiness to deliver its NDC commitments, and (b) identify priority actions to take forward, in consultation with government representatives and other stakeholders.

The project was piloted in three African countries: Kenya, Uganda and Zambia. In Kenya, the project was led by ClimateCare, and focused on MRV. In Zambia, the project was led by Africa Development and Investment (ADI) and focused on adaptation, finance and governance. In Uganda, the project was led by ACCRA and focused on all five modules.
