CDKN is supporting the Government of Kenya to help accelerate progress on planning for NDC implementation, making use of the Quick-Start Guide. ClimateCare’s Tom Owino, who is leading the project team in delivering this work, explains the process. 

With the Paris Agreement coming into force in November 2016, attention has since shifted to the implementation of the Nationally Determined Contributions (NDCs) and how to turn intended contributions into actions.

In December 2016, CDKN contracted ClimateCare to support the Government of Kenya in planning for NDC implementation through piloting the application of the NDC Quick-Start Guide developed by CDKN and Ricardo Energy & Environment. The project is one of three pilots in Kenya, Uganda and Zambia, with the Kenya team focusing on the Measurement, Reporting and Verification (MRV) module of the Guide only.

This project will enable ClimateCare to support the Government of Kenya through the Climate Change Directorate (CCD) within the Ministry of Environment and Natural Resources to help accelerate progress on planning for NDC implementation. The support will be provided over a three-month period (to the end of April 2017). Working collaboratively, the ClimateCare team will apply the Quick-Start Guide and the accompanying Reference Manual to help identify which MRV actions are needed and what the priorities might be for inclusion in Kenya’s NDC implementation plan.

The key activities under the MRV module include tracking and reporting on the implementation and impacts of mitigation and adaptation actions, as well as the finance and means of implementation used to support these actions.

So far, ClimateCare has held several consultation meetings with relevant stakeholders from government, USAID-UNDP Low Emissions Climate Resilient Development (LECRD) project, Initiative for Climate Action Transparency (ICAT), and the DFID Strengthening Adaptation and Resilience to Climate Change in Kenya (StARCK+) technical assistant component teams, to gain input and discuss potential synergies or overlaps with other projects focusing on NDC implementation.

ClimateCare will complete a desk-based study on Kenya’s climate change initiatives on adaptation and mitigation, in addition to undertaking a gap analysis against the Reference Manual activity of MRV.

The outputs of this project are anticipated to be used by the government and in feeding back lessons to CDKN on how the use of the Guide has supported the government to move forward with NDC implementation.
