Project : Development of an implementation plan for a regional framework for achieving development resilient to climate change
18 CARICOM leaders endorsed the Regional Framework for Achieving Development Resilient to Climate Change in July 2009 (the “Framework”), prepared by the Caribbean Community Climate Change Centre (CCCCC). The Framework provides a roadmap for action over the period 2009 to 2015 and builds on other initiatives pursued by the CCCCC. Once the priorities were established in the Framework, a detailed implementation plan and accompanying monitoring and evaluation plan was developed in consultation with a range of regional, national and international stakeholders.
Development of the implementation plan was carried out over a period of six months, commencing by September 1st, CCCCC was responsible for developing the implementation plan and all related project deliverables.
Project objectives
The aim of the project was to develop an implementation plan for the Caribbean Regional Framework for Achieving Development Resilient to Climate Change. The implementation plan identified and prioritised activities under each strategic element and goal area of the Framework, allocated responsibilities and outlined functional co-operation between regional and national agencies, developed an investment programme, and proposed a governance regime and a monitoring and evaluation system. The process had to be interactive and involved consultation with a wide range of key stakeholders, building on existing analysis as well as regional and national development strategies.
The draft implementation plan was presented to the Caribbean Council of Ministers responsible for Trade and Economic Development, to the CARICOM Community Council and to the Heads of Government intercessional meeting to obtain their inputs in December 2010. The implementation plan has the potential to be a “one-stop” mechanism for large scale coordinated climate change financing in the region, as well as provide the impetus for adaptation and mitigation actions as agreed in the Framework. The plan will guide the Caribbean region’s participation in the Pilot Programme for Climate Resilience (PPCR) – a program set up under the Strategic Climate Fund of the Climate Investment Funds to scale up and integrate climate risk and resilience into core development planning.
The implementation plan will be supported by the Climate and Development Knowledge Network (CDKN) which was launched in 2010 and aims to help decision-makers in developing countries design and deliver climate compatible development by providing demand-lead research and technical assistance.
