POLICY BRIEF: Bangladesh institutions get ready for climate finance
A new briefing paper, Green Climate Fund: Access Modalities and Readiness of Bangladesh, by the Center for Participatory Research and Development (CPRC), analyses the background of the Green Climate Fund’s (GCF) establishment and examines Bangladesh’s preparation to access the finance effectively.
The Fund intends to provide direct accessibility and flexible opportunities to climate vulnerable countries, but the recipient countries have to meet certain requirements to ensure transparency and meet the fiduciary standards set by the Fund’s Board. This involves appointing a National Designated Authority (NDA) to operate the Fund and a criteria-based National Implementing Entity (NIE) to access the climate finance. Bangladesh has nominated its Economic Relations Division of the Ministry of Finance as its NDA.
The Economic Relations Division launched an inclusive consultation process and shortlisted 14 national institutions it considered to have the potential to be its National Implementing Entity. The Economic Relations Division also completed a ‘self-assessment’ process to identify the strengths and gaps of the prioritised institutions. To assist with the selection process, the Government of Bangladesh, in close partnership with GIZ, appointed an international consultant who completed ‘one to one’ meeting sessions with the potential institutions.
Following the self-assessment process, the Economic Relations Division organised a consultation workshop, called the ‘NIE Accreditation Process: Getting Bangladesh Ready for the Green Climate Fund’. The workshop discussed the outcomes of the self-assessment process, the capacity/eligibility gaps of the positional institutions and explored required technical assistance needed to make Bangladesh ready to gain access to the GCF.
