Ahead of the UNFCCC COP 21 in Paris in 2015, countries were asked to submit Intended Nationally Determined Contributions (INDCs). These contributions outlined each country’s targets for mitigation, with some countries also including planned adaptation and finance commitments.

This CDKN project assisted Ethiopia in its preparation for submitting a detailed and relevant INDC. The project drew on local expert knowledge in Ethiopia across a range of sectors including agriculture, energy, industry and transport. CDKN interfaced with the Government of Ethiopia to ensure the proposed INDC had political buy-in.

CDKN and its supplier, Ecofys, supported the Government of Ethiopia by conducting:

• A review of existing data, strategies, plans, policies and programmes for mitigation and adaptation;
• Prioritisation of potential contributions in priority sectors through projections of emissions and adaptation requirements, including a business as usual reference case and financing estimate;
• An analysis of mitigation potential and technology options, including: greenhouse gas reduction potential; technical, economic and social feasibility; MRV system; financing and implementation options;
• Analysis of adaptation potential and priorities;
• Scoping of contributions and gauging their level of ambition;
• Draft INDC for the Government of Ethiopia’s consideration.

The Government of Ethiopia was the first Least Developed Country to submit its INDC on 10 June 2015.
