The Planning for Climate Change (PlanCC) project was officially launched on the 26th of April 2012 in Lima, Peru. PlanCC was designed by public, private and non-governmental institutions under the leadership of a Steering Committee, which is led by the Ministry of Environment (MINAM) and also involves the Ministry of Economy and Finance (MEF), Ministry of Foreign Affairs (MRE) and the National Center for Strategic Planning (CEPLAN). The technical coordination is undertaken by Libélula and the financial support comes from the Children’s Investment Fund Foundation (CIFF), the Swiss Agency for Development and Cooperation (COSUDE) and the Climate and Development Knowledge Network (CDKN). The project developed sound evidence on possible climate change mitigation scenarios in Peru, strengthened capacities and laid foundations for long-term low carbon economic growth.

A research team was set up to generate scientific information on possible options and greenhouse gas mitigation scenarios for Peru with representatives from the following sectors: agriculture (UNALM), energy (CENERGIA), forestry (IIAP), industrial processes (UNFV), transport (UNI), waste (IPES and UNALM) and a macro-economic team (APOYO). The research team was supported by a Scenario Building Team (SBT), a multidisciplinary and multi-sectoral consulting group, which guided the process of generating scientific information on scenarios and mitigation options conducted by the research team and ensured the quality and legitimacy of the study.

CDKN provided in-depth support to low carbon development in Peru (Climate Change Plan), specifically through the Mitigation Action Plans and Scenarios (MAPS) process, which constitutes Phase 1 of the CCPlan.

CDKN's support is divided into two stages.

Stage II

Phase I – Part B of the project includes the following activities:

Training researchers and facilitation teams in greenhouse gas abatement cost-curves and furthering their training on emissions modelling.

  1. Discussion of pros and cons of models. Each of the sectoral research team will evaluate the existing models for their pertaining sector to identify which is the most appropriate in modelling the previously short-listed variables.
  2. Assessment of possible mitigation options. Each sectoral research team will identify and shortlist the mitigation options that are applicable for their sector in the context of Peru.
  3. Evaluation of co-benefits of the mitigation options, and criteria for producing a package of mitigation options for the six sectors under study.
  4. Construction of a Baseline Scenario and the marginal abatement cost curve, which will be assessed by a specialised Working Group.
  5. Presentation of results and sensitivity analysis, as well as final technical recommendations.
  6. One high-level impact event for presentation of final results to media, NGOs, private CEOs and the public sector.
  7. An exit study as follow-up to the baseline study conducted during Phase I – Part A. This study will evaluate qualitatively and, when possible, quantitatively, if there has been an increase in climate change awareness in the general public.
  8. Systematisation of research methodologies and findings.
  9. A learning workshop to share the lessons learned and knowledge gained, as well as to identify how the data produced could be used in other projects/areas that contribute to climate change mitigation or the transition to a low carbon economy.

CDKN funding for Phase I – Stage 2:  $ 1,550,000

Stage I

Stage I Included four activities to ensure the success of the MAPS process:

  1. Updating the national Greenhouse Gas inventory in order to have quality initial information for modelling.
  2. Training researchers and governmental counterparts on inventories and modelling, to build in-house capacity, ensure homogenous knowledge and ensure the quality of the research work.
  3. Creating a baseline study on public awareness, which allowed the measurement of the impact of the process in adding a new climate compatible and low carbon perspective amongst key stakeholders.
  4. Developing a strategy and action plan

In Latin America and the Caribbean, CDKN provides thought leadership in key areas. This provided an opportunity for convening a regional learning platform on the role of MAPS within a climate compatible development planning process, looking at how to integrate adaptation into the MAPS methodologies.

The first Scenario Building Team (SBT) meeting took place on Thursday, 7 June 2012, with the objective of strengthening the interest and commitment of those invited to be part of the SBT and to share what their role was expected to be within the SBT. At this first meeting, there was a healthy attendance from different sectors of society, including business leaders, senior government officials and representatives from academia and international corporations. During the meeting, the participants identified the main factors of change that might influence the performance of the six prioritised sectors (energy, agriculture, transport, waste, forestry and industrial processes) as well as the macro-economic trends, for 2021 and 2050.

The second SBT meeting took place on Thursday, 13 September 2012, attracting over 84 stakeholders.  Participants represented various public, private and social sectors, as well as the research team and the international MAPS team. During the meeting, key variables for investigation by the scenario building team were identified, such as economy and production, environmental, social, poverty and equity, costs and emission reductions potential. Indicators for these variables are still to be quantified by and discussed within the working groups.

As their first activities, the research team updated the National Greenhouse Gas Inventory for the year 2009. This inventory was used to identify to what degree emissions have increased from the year 2000. The updated Greenhouse Gas Inventory was presented during the second SBT meeting and was also presented to the Ministry of Environment.

PlanCC is part of the Mitigation Action Plans and Scenarios (MAPS) collaboration amongst developing countries (South Africa, Argentina, Brazil, Chile, Colombia and Peru) to establish the evidence base for long-term transition to robust economies that are carbon efficient.
