Peru is developing a national climate change mitigation plan, called the Planning for Climate Change Project (PlanCC). Based on the Mitigation Action Plans Scenarios (MAPS) methodology, it aims to contribute to sustainable development through a long-term transition into a low-carbon and climate-resilient economy.

Research can help inform the robustness of national climate compatible development plans. The overall objective of this project was to make a sound case for low carbon development that would help increase the ambition of the Peruvian Intended Nationally Determined Contribution (INDC). The aim was to increase knowledge about low carbon economies and climate compatible development -- by demonstrating the benefits and potential derived from decoupling economic growth from emissions and environmental degradation.

In July 2014, the results of PlanCC Phase I, which included 77 mitigation actions, were delivered to PlanCC’s high-level steering committee. These measures served as an input to enable the country to reduce its emissions on six sectors: energy, transport, industrial processes, agriculture, forestry and waste. Nonetheless, the government needed to develop further evidence-based information in order to decide which of these measures are viable for implementation.

Based on this need, the objective of this study was to better inform Peru’s national low-carbon development planning through an analysis of a set of measures proposed by PlanCC on the energy, waste, and forestry sectors, and the quantification of their co-benefits.

The competitiveness analysis assessed what impact implementing the measures would have on Peru’s competitiveness, using four methodologies. These included a private and social approach as well as a political economy analysis of the enabling conditions for implementation. Further, a co-benefit analysis sought to generate evidence of other social improvements that could result from adopting and implementing the climate mitigation measures studied.

Some of the results of PlanCC have been used in the development of Peru’s INDC.

The project team proceeded to scope an additional phase, which involved the design of plans, instruments, and policies for the implementation of mitigation measures.
