The USAID funded Assessing Sustainability and Effectiveness of Climate Information Services (Sustainable CIS) project is developing a financial planning tool that enables African National Meteorological and Hydrological Services (NMHS) to:

  • build the business case for increased investment from government and donors;
  • identify new sources of revenue and partnerships; and
  • demonstrate financial good practice.

In this webinar, co-organised by Future Climate for Africa, a sister project of CDKN, the speakers will demonstrate the tool and showcase an application by an NMHS – Meteo Rwanda. They will invite feedback for refinement and guidance on future use of the tool.

Cathy Phiri (Winrock International)
Introduction to Sustainable CIS project and background to financial planning tool
Cathy Phiri is a Senior Program Officer for the Agriculture and Enterprise Unit of Winrock International, based in Washington, D.C. overseeing projects in SE Asia and Sub-Saharan Africa. She has 15+ years of experience providing technical, monitoring, evaluation and learning, and administrative and strategic support for a wide portfolio of agriculture focused projects around the topics market systems, economic development and resilience, including contributing to the Sustainable Climate Information Services project funded by USAID. She has implementing experience in senior management field positions in West Africa where she was part of teams that managing a large agricultural value chain development project.

Rémi Alquier (Consultant)
Demonstration of NMHS Financial Planning Tool
Rémi leads the Business Development of several startups, in various fields such as Agriculture, Water, Internet Services, or Industry Digitalization. Previously he ran the communication and business development of international corporations in the field of Geo-Information and Telecommunications. This took him to work with around 100 countries. Rémi is a member of the European Innovation Council, a group of experts selected by the European Commission to screen the most promising innovative startups as part of its SME Instrument H2020 program. Rémi also mentors incubators, students and startups in personal or company development, and provides strategic consulting to public bodies internationally.

Floribert Vuguziga (Meteo Rwanda)
Application of the tool in the Rwandan context
Floribert Vuguziga holds a MSc in Meteorology (Climate Analysis and Global Change) from Nanjing University of Information Science and Technology, China with the first degree in geography. He currently works for Meteo Rwanda’s Weather/Climate Services and Applications Division as Senior Meteorological Applications Officer (a.i), Focal Point and Activity Coordinator to several projects and programmes.
