Pakistan is among the lowest emitters of greenhouse gas emissions in the world, ranking 135th in a global list of countries. On a per capita basis, this is one third of the world average. But, when it comes to the impacts of climate change and vulnerability, Pakistan ranks in the top 20. This is a serious issue and has been recognised by the international community, the Government of Pakistan (GoP) and its civil society. The GoP is aware of the global developments around climate change, and is increasingly understanding the importance of UN climate change negotiations on Pakistan in the years to come. This is particularly relevant in the run up to the UN Climate Change Conference (COP 16) in December 2010, which will be held in Cancun, Mexico.

This project, undertaken by LEAD Pakistan, worked with the Government of Pakistan to systematically strengthen its climate negotiations capacity. This was achieved through:

1. the preparation of background notes offering a clear overview of the current state of affairs on climate issues important to Pakistan;
2. the development of policy briefs to highlight key areas for Pakistan, and providing recommendations for negotiations and other policy processes; and
3. engagement with key players and sharing information through small consultations/meetings.
