The overarching aim of this project was to increase the effectiveness of the progressive voice in the negotiations by bringing together developing countries that show leadership (or the potential for leadership) within the negotiations.
This initiative worked with the key countries that drive the Least Developed Countries (LDC) group, Alliance of Small Island States (AOSIS) and Latin America and the Caribbean (LAC) to encourage high ambition in negotiations and to build political momentum to an ambitious middle ground within the UNFCCC negotiations.
The project delivered:
- A series of meetings between groups
- Capacity building workshops
- Technical support on submissions to the Durban Platform for Enhanced Action (ADP)
- Two in situ roundtable meetings in Hispaniola, outlining themes, groups and interests within the UNFCCC, and focusing on the Dominican and Haitian authorities and negotiators
- A technical roundtable discussion with lead LDC and Small Island Developing States (SIDS) negotiators from the region, focusing on components and approaches to the Doha work programs on accounting
- A policy paper examining the conceptual understanding of the relationship between international action, domestic climate responses and mitigation action
- A policy paper analysing and describing the evolution of climate change diplomacy within Latin America and the Caribbean that eventually formed the Cartagena Dialogue. It also demonstrated the contrast with recent advances in climate change diplomacy for other regions, including those comprising of Europe, LDCS, and SIDS
