Lao PDR, Thailand and Vietnam are all parties to the United Nations Framework Convention on Climate Change (UNFCCC) and all three have ratified to the Kyoto Protocol. All three countries also are engaged in REDD+ activities: Laos with the World Bank Forest Carbon Partnership Facility and the Climate Investment Fund’s Forest Investment Programme, Thailand with the World Bank FCPF, and Vietnam with the World Bank FCPF and the UN-REDD Programme. Each country recognises the necessity for a robust measurement reporting and verification or evaluation system that also includes monitoring as an important component. REDD+ safeguards and capacity-building are also important considerations for each country as they move forward with REDD+ activities.

This brief, Integrating Community-Based Participatory Carbon Measurement and Monitoring with Satellite Remote Sensing and GIS in a Measurement, Reporting and Verification (MRV) System for REDD+, looks at building community involvement and capacity and presents key policy recommendations.
