This report highlights some of the major impacts of climate change on conservation for East African countries, including Rwanda. It also illustrates that climate change in Africa is not only a conservation issue but also a socio-economic one that must be dealt with on a global scale. The paper summarises observed and projected changes in climate and the impact they will have on water availability, food security, human health, extreme weather events, sea level rise, and biodiversity. In the final section, the need for building resistance and resilience to climate change is discussed. The Republic of Rwanda’s National Adaptation Programme of Action (NAPA) emphasises the vulnerability of the Rwandan population to climate change and identifies six priority adaptation options: • development of an Integrated Water Resource Management (IWRM) plan • improved early warning hydro-agro meteorological systems and rapid intervention mechanisms • promotion of non agricultural income generation activities • promotion of intensive agro-pastoral activities • introduction of species resistant to changing environmental conditions • development of firewood-alternative sources of energy From these priority options, seven high priority projects are selected for launch in 2007. It is emphasised that success in the implementation of these projects is highly dependent on increased coordination, access to funding, and reinforcement of organisational capacities and human resources at national, provincial and district levels. In 2005, the leaders of UNDP and UNEP announced a major partnership to scale-up support for country-led efforts to integrate poverty-environment concerns into the mainstream of development planning and investment. The Poverty-Environment Initiative (PEI) took shape as a joint UN programme committed to operationalising the aspirations of the poverty-environment agenda. This paper presents six stories from the country level. In the case of Rwanda, it is noted that four key steps have been achieved: • the Rwandan Minister for the Environment has gained the support of the President and the Cabinet • the Rwandan environment authority has made the case for integrating the environment into the country’s Economic Development and Poverty Reduction Strategy • environment-poverty linkages have been successfully integrated into Rwanda’s development planning process • the media have proved to be an effective vehicle to push environmental issues into the spotlight.
