The UNFCCC Standing Committee on Finance has put out a call for evidence on the needs of developing country Parties to support the preparation of a key technical report that will feed into deliberations at COP26 in November. Closing date for submissions is 28 February 2020.

The Standing Committee on Finance (SCF) was established by the Conference of the Parties (COP) at its 17th session in Durban, South Africa. One of its functions is to prepare, every four years, a report on the needs of developing country Parties related to implementing the Convention and the Paris Agreement.

Preparations for the 2020 report have begun, and the SCF is asking for submissions on the following:

  • Information and data on the needs of developing country Parties (quantitative and qualitative), including case studies and illustrative examples.
  • Processes and approaches used to determine the needs of developing country Parties, including institutional arrangements, stakeholder consultations, dialogues, surveys, etc.
  • Underlying assumptions and methodologies used in determining the needs of developing countries, including advantages, disadvantages and challenges of each methodology.
  • Challenges, information gaps and opportunities for determining the needs of developing countries.

Available reports, assessment outcomes, data sets, and other reference materials in relation to the above should be submitted by 28 February 2020 via email to: Standingcommittee@unfccc.int. The submissions will be featured in the repository of the dedicated UNFCCC website. The indicative timelines for the preparation of the report are available in the links below.
