OPPORTUNITY: Designing a national climate and environment finance mechanism for Rwanda – Call for Expressions of Interest
CDKN invites interested organisations to submit an Expression of Interest to design a National Climate and Environment Finance Mechanism with the Government of Rwanda.
Background to the project
This project follows the recently concluded CDKN-funded National Climate Change and Low Carbon Strategy (NCCLCS) and shall act as a basis for developing a pipeline of funding opportunities for implementing climate resilient and low carbon development programmes. Developing the National Fund for Climate and the Environment (FONERWA – a French acronym) is the first step towards a national mechanism to access global financial resources to implement such programmes, and deliver a nationally-coordinated response to climate change risks and opportunities.
FONERWA is intended to be the primary (if not only) vehicle through which climate finance is channelled, programmed, disbursed and monitored in Rwanda. The Fund responds to growing recognition that climate finance can be best managed at the country level. National ownership empowers governments to mechanise national priorities and support wider strategies on climate change that best meet their needs.
Objectives of the contract
CDKN is seeking suppliers to work with the Government of Rwanda to design the institutional, administrative and procedural elements of FONERWA. The specific objectives of the contract are:
- To engage with, build capacity within, and partner with the Government of Rwanda to design a national climate finance mechanism.
- To consider, recommend and provide evidence for the optimal design of a national climate finance mechanism.
- To provide a detailed design for the institutional, administrative and procedural elements of the mechanism.
- To define the terms of reference and tender documents for establishing and operating the first phase of FONERWA.
