Human Development Report 2013 – The rise of the South: human progress in a diverse world
The 2013 Human Development Report (HDR) focuses on rising powers in international development and their human development implications. According to HDR, the developmental paths of Brazil, China and India, as well as less well recognised success stories such as Bangladesh, Mauritius and Turkey, are reshaping ideas about how to attain human development. The report recommends four focus areas for sustaining momentum on development: enhancing equity; expanding citizen participation, including better representation of the South in global governance systems and of youth; and increasing efforts to address environmental and demographic challenges. The HDR also calls for new institutions to facilitate South-South cooperation and regional integration, and greater transparency and accountability. HDR reports significant progress on health, wealth and education, but highlights that inaction on climate change could end gains in the world’s poorest countries and communities.
