Institutional readiness for mainstreaming climate change in El Salvador: Component 1: Strengthening capacity for the institutional coordination role of environmental ministry MARN and national coordinating body, SINAMA

Overview of the project

CDKN is engaged in a programme of work to support institutional readiness for mainstreaming climate change in El Salvador.  One of CDKN’s aims is strengthening capacity for the institutional coordination roles of the environmental ministry (MARN) and national coordinating body, National Environmental Management System (SINAMA)

In order to achieve this, we are asking suppliers to make a proposal on how they could help MARN and SINAMA to align their institutional structures and capacity to the new roles and responsibilities necessary to respond to the new National Environmental Policy (PNMA) and the upcoming National Environmental Strategy and Action Plans. There is a focus on: a results oriented management system; an interagency coordination framework; a process for the involvement of civil society and private sector; and increasing the country’s capacity to mobilize financial funds. .

The core of this project TALA-0003b (Component 1) is to improve MARN and SINAMA capacity at the institutional level, whilst the core on TALA-0003c (Component 2) is to increase their staff’s and HR systems capacity. Together, these two projects aim to leave institutions that are fit for purpose as a legacy of the current political term is a priority of this government, to ensure that all the work that has been done in creating new environmental policies, strategies and action plans during this term (which ends in June 2014) are implemented in the next terms.  The suppliers for these two projects will need to work together given their intrinsic interconnectedness.

Please note there is a requirement for each bid to include at least one local organisation.

Timelines and budget

Suppliers should expect a budget ranging £300,000 - £350,000 exclusive of VAT and all applicable taxes. However, all suppliers must include VAT and any applicable taxes within their budget. Projects should last 11 months and be able to start in April 2013.

Step 1:

  • A contact name(s), email address and telephone number for the most appropriate person(s) to send further information to regarding bidding

Step 2:

Your nominated contact(s) will receive an email from the CDKN Procurement team, with a CDKN Application Pack for this project including an Application form, budget template, Non Disclosure Agreement, a copy of CDKN’s Expense Policy and the CDKN Terms and Conditions.  Complete the documents where relevant and submit these to the CDKN Procurement team before the deadline stated below.

Both steps are to be completed and your documents [including the signed Non-Disclosure Agreement] submitted by the deadline of 17:00 UK time on 21 March 2013.
