OPPORTUNITY: Invitation for expressions of interest – Online communication support partner


The Climate and Development Knowledge Network (CDKN) aims to help decision-makers in developing countries design and deliver climate compatible development. CDKN does this by providing demand-led research and technical assistance, and channelling the best available knowledge on climate change and development to support policy processes at the country level.

Effective knowledge management and communication is central to achieving this aim. CDKN is looking to establish a close partnership with an experienced firm that can support it in taking its online communication efforts forward, as part of wider strategy that also includes media and public affairs work, print products, and other communication approaches.

CDKN’s online communications work includes the CDKN website (www.cdkn.org), a monthly email newsletter, and a range of online outreach activities designed to expand our reach and influence, including via social media.  Up to now, this work has been led by a ‘global team’ based at the Overseas Development Institute (ODI), in London, working closely with CDKN colleagues in Africa, Asia and Latin America.  Following a team restructure, a decision has been taken to bring in a specialist partner to take on this global coordination and content management role.

The firm will be asked to provide a range of services relating to the generation and dissemination of online content. This will include:

  • Leading the process of reviewing and updating CDKN’s online and social media strategy and delivering major components of this strategy (with the support of the existing regional communications team in place);
  • Commissioning and editing content, and providing editorial oversight of the CDKN website, email newsletter, and other online outputs;
  • Leading CDKN’s online outreach work, including via social media;
  • Working with CDKN regional colleagues to support and coordinate their online communication efforts;
  • Coordinating day-to-day liaison with CDKN’s website hosting and development contractors (who are engaged under a separate contract); and
  • Managing routine website updating and related administrative work.

Any successful bidder is likely to:

  • Be able to demonstrate a firm grasp of the latest online communication approaches;
  • Have excellent communication and editorial skills;
  • Be an organisation of credible size with a proven track record of delivering impactful work in the digital sector;
  • Be able to demonstrate how the proposed outputs are relevant in the climate and development context; and
  • Demonstrate an understanding of the regions in which CDKN operates.

CDKN anticipates a time input of approximately one full time equivalent post to cover day-to-day editorial management and outreach work, with additional inputs from time to time at the strategic level and in providing administrative support.

For this new online communication support function to work effectively, it is vital that it is closely integrated with CDKN’s ongoing activities, and with other members of the knowledge management and communication team both in London, and CDKN’s regional hubs.  We propose that the best way to achieve this will be for one core staff person to be physically located in the office of one of the CDKN’s London-based Alliance partners for at least 3 days a week.

CDKN anticipates issuing full Invitations to Tender (ITTs) as part of a Bidders Pack from 23rd March 2012. The deadline for the submission of proposals will be 8 May 2012, with full details provided in the Bidders Pack. There is no deadline for the submission of EOIs. We hope to appoint the contractor by May 2012, on a one year contract, extendable for up to three years in total.
